WASHINGTON � Sen. Hillary Rodham Clinton, a possible White House candidate in 2008, joined 2004 nominee John Kerry and other Democrats Thursday in urging that Election Day be made a federal holiday to encourage voting.

She also pushed for legislation that would allow all ex-felons to vote.

Standing with Massachusetts Sen. Kerry and other Democrats who had alleged voting irregularities in the 2004 contest, Clinton said, "Once again we had a federal election that demonstrates we have a long way to go."

"I think it's also necessary to make sure our elections meet the highest national standards," said the New York senator.

She and Kerry, both considered contenders for the 2008 nomination, were joined by Rep. Stephanie Tubbs Jones, D-Ohio, and Sen. Barbara Boxer, D-Calif., who forced a highly unusual House and Senate debate Jan. 6 on the presidential election results.

Kerry, who lost the national contest by 3.3 million votes nationwide, and 118,000 within Ohio, denied the bill was an attempt to discredit the 2004 results.

"This has nothing to do with me," said Kerry. "It is not partisan, or shouldn't be."

Clinton echoed those comments, though her senatorial re-election committee, Friends of Hillary, is pushing the bill hard.

Visitors to the group's Web site are greeted first with a full-page form asking people to endorse the Count Every Vote Act.

"My Web site has information about everything I work on. This is one of my biggest priorities and obviously I hope that people who share our goal of making sure every vote counts will support us," said Clinton.

In addition to creating a federal holiday for voting, the bill would:

_Require paper receipts for votes.

_Authorize $500 million to help states make the changes in voting systems and equipment.

_Allow ex-felons to vote. Currently an estimated 4.7 million Americans are barred from voting because of their criminal records.

_Require adoption of the changes in time for the 2006 election.

Boxer said the bill "is meant to ensure the election debacle of 2000, and the serious election irregularities of 2004, never ever happen again."

Both parties have called for changes to ensure a more accurate vote count. Republican efforts have centered on reducing voter fraud, while Democrats have called for making access to the ballot box easier and simpler.

Voting fraud is a big problem, and we need to put in place more safeguards against fraud in the voting and in the counting of votes. At the same time though, voter turnout is way too low. You can't have a true democracy if less than half of the nation votes. I think we need improvement in both areas.

Its a good idea. Get the day off, less excuses to not vote! Very good!

Now you just need to adopt vote by mail in more states. Its so nice to not have to go to a polling booth.

I'm actually kind of with the conservatives on this one. If you're too lazy to even go to a polling place, perhaps it's better that you aren't represented. Then again, I support compulsory voting, so there's hypocracy for you.

No matter who you are, uninformed, lazy, stupid, you have the right to vote. EVERYONE has the right to vote. There is no screening process for whos vote counts or not based on how closely you follow the news or what your IQ is. That point of view is BS.

Voting is not a right, it is an obligation that you have if you live in a democracy. If you don't vote, yet you are legally allowed to, then that is sad ,and you don't have the right to complain about anything because you didn't even care enought to vote. Sad that Iraqis will brave death to vote, but we Americans think we need a holiday so that it doesn't interfere with the rest of our lives.

I am. I don't have a problem with you or your opinion. In fact, in many ways I agree with you. Disagreements are cause for dialogue and debate, not resentment and contention. We all have different viewpoints. Attacking others doesn't help anything. I may speak rather frankly, but I try not to offend or put down.

Not at all. Most everyone has an opinion. I was saying that you're like RM because of the absolutist moral nature of your arguments. That is, you defend them in terms of "right" or "wrong" more so than you do with logical facts. There's nothing really wrong with that, it's just a way of thinking.

Everyone has the RIGHT to vote. Everyone also has the RIGHT to NOT vote.

It's not a holiday. No way... If you can't do it on that day, you should vote absentee.

Not everyone should vote. Because too many people are ignorant.

"I heard this Bush fella is bad from those Dem. I'll vote Kerry."

Those people don't deserve to vote. They don't even know what the hell they're talking about. A lot of people believe it is your right not to vote, which it is, but its f****d up if you don't vote when people would die or are dieing for the chance to vote.

And tough luck, there are stupid people, unfortunatly, in America, every citizen is guaranteed the right to vote, and you can't take the away. If you did, that wouldn't be America. So they are stupid, inform them.

Inform them? Both sides tried enough of that. The elections were everywhere. People are stupid and refuse to bother to learn. Thats like saying, lets give kids college degrees even though they didn't take any of the classes. Thats not fair. The people who do follow it get screwed over and lose, because the other people listened to that guy(the Dem/Repub.).

Sadly you are right. Everyone is entitled to vote. We should ALL vote then. I mean geez we are taking this right for granted.

Defiant? I was making that point for both sides. My Ex. was from a Repub POV. But im sure the Dem. lost many votes because they "heard" that Kerry was not a good guy or whatnot.

It sounded more to me that people were voting for Kerry because they were ignorant. Like you say that people are ignorant, then show an example of someone voting for kerry, you can see why I thought such a thing.

Besides, youre still wrong. Everyone should be allowed to vote, its not a pick and choose system. And no matter what, every single person in the USA sees some form of media, newspaper, tv, campaign signs, of what the candidates are doing and saying. Its impossible not to. So people are informed, just to varying degrees.

And I can understand why you would want certain people to not vote. There was a girl at my work who voted for Bush because he was "cute." That sucks. But, its her right, so I accept it.

But you can bet I argued with her to the point where she almost cried. I wasnt mean or anything, but yeah.

People should need to understand what they are voting for before they form an opinion on it. If they don't, their opinion does not truly reflect their personal viewpoint.

I don't like the idea of limiting elections in any way, but the school systems need a huge booster shot in the way of Civics, History, and Social Studies. I don't know why they feel so much need for pointless math, when things in the REAL WORLD are negated.
