Just in case. I doubt it will ever be used, but it's an emergency precaution. But Kyre, since you're questioning things, could you give me/us some suggestions that could help make you want to join, as long as they don't pertain to the Speaker?

I'm sorry, but the only emergencies I see it being used for are situations where your stance is in danger of losing out...however rare a situation that may be.
And no, I cannot provide any suggestions, unfortunately; this setup does not interest me enough. I am only posting here because if it is going to go ahead, I want it to be done right/fair. You still shouldn't be attached to a specific party, what with your power to choose a topic regardless of the opinions of anyone else.
You should step down and let someone neutral take the reins. My opinion, anyway. |
Valid opinions, valid opinions. However, as the starter and "mod-like" person of this, I have to stay Speaker.
But I accept your valid points, and therefore I cannot go over the heads of the Committee. ALL legislation must go through the Committee.
Truly, I have no more power than any other person, pretty much. I can choose who speaks (although it is organized as to proponent, opponenet, then proponent, etc, and turns WILL be taken, and it will be in an order. No one may speak a second time until all those on their side have said their piece), I can break the almost non-existent tie, if need be, and I can keep order and organize things. I have no real major power.

First off, no one is neutral, everyone has their own opinions, and that really can't be changed. However, I think this is setup just fine. Sure RM has the most powerful title in the Congress, however, everyone has a great deal of power individual. RM will in fact run this fairly, and do the best he can, which I am sure will be good. You know how I can say this, his power does him no good whatsoever if he abuses it, because then everyone will leave. Not much point then for him to be the person who has nothing to run. That is why I am not concerned at the moment, because if he wants to get this off the ground, he has no choice but to be fair. Of course no one has to join, however, he started it, so I think it is only fair that he runs it.

Alright, it works in an exchange of speeches. You'll propose legislation in a forum called the "Legislation Committee." Willing committee members vote on what legislation to put into actual vote, and then that gets put to the main congress.
We debate in an organized fashion to pass the legislation. That's that in a nutshell.

A proposition is a statement proposing a policy, ie forcing Kofi Annan to resign from Secretary General of the UN, with giving a few points.
The format for a Resolution and Bill are, at least for now, the same.
RESOLUTION/BILL NAME HERE
Whereas, fact/point. ("Evidence," using specific examples, is not required here, just basic facts.)
Whereas, fact/point. (List as many as you wish/deem necessary.)
And, whereas, final fact/point.
Be it resolved by this STV Congress assembled that _______.
(The _______ can include either: "the (Act or Operation) should be enacted by the _____ government, (etc)." or "the ___ government, (etc) should (do whatever the resolution is about)
If you are resolving to carry out an act/operation, add Contentions. These talk about what the act/operation would do.

I have checked out the website, Defiant. It's got the home, issues, and members pages. And it's great--but I've attempted to create mock sites before, so I'm wondering if he's real about it (as in a real party) or just using it for this, based on what HE says.
