i have wondered that very same thing! when he was on the enterprise, he was a Lt, but he gets a promotion and gets to be chief engineer, but he calls julian (when they first met) sir, and julian was also a Lt. it baffles me.

Hs rank is chief. It is between Lieutenant Junior Grade and Ensign.

Yes. And he gets to boss Nog around. Until the final episode, when Nog gets promoted to Lieutenant. Then O'Brien says something like "I guess ill have to call you sir now."

When nog first get accepted into the academy, O'Brien says that when he raduates (becomes and ensign) he will have to call nog "Sir"

No cuz nog has his custom made uniform on and he walks into Quarks.
Julian & O'brien are playing darts and then O'brien says. hmm it just occurd to me. When he graduates from the academy i'll have to call him Sir.

That was in season 3 - "Facets"

And this is the rank of an ensign:




but as i was getting the pips i saw on ditl.org that it meant "chief warrant officer" im not sure if it's true though cuz it wasn't a fact (displayed by the color)

His rank is chief petty officer I believe. He is like a non commissioned officer. So any member of Starfleet outranks him, except maybe a cadet.

infact, on startrek.com, it says that he enlisted as a non-commissioned officer, which means, that he would have to "salute" anybody who's finished starfleet academy. its like in the military, anybody who finishes an officer's school, if you will, outranks anybody who hasn't finished it yet. here's the website: http://www.startrek.com/startrek/view/series/DS9/character/1112439.html it talks about o'brien and his life, pretty much

He was a lieutenant when he served as Chief Tactical Officer on the U.S.S. Rutledge, before the Enterprise. When he went to the Enterprise, he went "chief" style. Which yes, is Chief Petty Officer. Kinda stupid, but oh well.
