How come the Defiant has cloaking abilites? I thought because of the Treaty of Algeron, the Federation wasnt supposed to have cloaking technology.

The Romulans loaned the cloak to the Federation in exchange for intelligence on Dominion movements. ("Visionary")
The agreement only allows use of the cloak in the Gamma Quadrant, but Sisko has violated that rule a few times.
In the Defiant's first episode, "The Search", there was a Romulan observer along to run the cloak.

Even though it seems stupid for the Federation to have agreed to the treaty, it was a way of keeping peace with the Romulans, and that's what they wanted.

Personally, I think it was kind of stupid to sign that treaty. The UFP had already stolen a cloaking device, and they were just as advanced as the Romulans, and certainly the Klingon's, and in no time would have developed a cloak of their own. But by signing the treaty, it shut down all endeavors along this path. i.e.: Even though the Pegasus, TNG, was a failure, the theory it was built upon was sound, and could very well have been made, but the UFP tied their own hands.

THe Pegasus was the ship commanded by Admiral Pressman. The ship was awesome in the way that it had phase-cloaking. The device would allow a ship not only to cloak, but to pass through matter. Its ashamed that the federation abanoned the project. It could have rally given the an edge in the wars against the the Dominion.

Well, the ship's generators malfunctioned while it was inside a planet or an asteroid as far as I know, so it rematerialized inside solid matter.... In reality it would cause some rather nasty interaction between the planet and the ship, most likely annihilating both. It was still a failure though.

Actuall these are part of a joke but I feel that they apply to this conversation. 9 reasons why the Federation does not use cloaking devices,
Test vessels keep disappearing and are never seen again.
Head of Starfleet has Bugblatter Beast Syndrome and thinks that if the enemy can't see us, we can't see them.
Insurance company won't cover accidents involving two cloaked ships colliding into each other.
Afraid it would make it too easy for Kirk to steal another ship out of the docking bay.
It wouldn't help anyway, Q would still find them.
Don't want anyone to find out what _*really*_ happened to Pulaski.
External shots of the ship would be extremely dull.
Don't want to admit that for once, Klingons had a really good idea.
Mike Okuda and Rick Sternbach can't find the model they made of the cloaked Enterprise.
