The reason why Starfleet hasn't developed cloaking tech is simple... they can't! Not that the Federation doesn't have the science to do it, but by law, they can't. MANY years ago (from Voyager's time) the Federation signed a treaty with the Romulans (I think to end the Romulan Wars). In return for a safe neutral zone with the Romulan Star Empire, the Federation was forbidden to develop any kind of cloaking technology.

Do you remember a TNG episode, I think it was called "Pegasus". Well, the featured ship was (you guess it!) the Pegasus. The ship had been equipped with a Phase cloaking device, but the device wasn't reliable and the risks were high... When found, the Pegasus was fused with an asteroid. Other things happened including issues with Romulans, BUT, the admiral in charge of the Pegasus project was charged with violation of the Treaty of Algeron, and the deaths of all crewmembers on board the Pegasus.

If your next question is: why does the Defiant have a cloaking device? The cloaking device was donated by the Romulans to help in the Dominion War effort. The device was only supposed to be used in the Gamma Quadrant and all intelligence gathered by the Defiant had to be shared with the RSE.

Exactly! Someone who has knowledge of true Trek, finally. The treaty was called the Treaty of Algeron, and the Romulans expressly forbid the use of the Defiant's cloak in the Alpha or Beta quadrants. It was donated by the Romulans to help ensure the safety of the Alpha Quadrant, and in exchange for all Federation intelligence on Dominion and related activities in the Gamma Quadrant.

the thing is they should make the cloaking devices anyway, equip it to ships but not use it unless absolutly nessesary. even though its a violation i would still have one. if u said to the romulans ur not aloud to use claok they would still have them

Romulans have cloaks because they invented it. The Klingons can use theirs (which is believed to have been obtained from the Romulans) freely because they were not a factor in the Treaty of Algeron. At the time of the signing, the Romulan Wars were not going extremely well for either side. The Romulans got to keep their cloaking device, and (as I said earlier) the Neutral Zone was created. Any crossing is to be considered an act of war by the aggressor.

promoted hell they should all be praised given medeals and then get promoted 3-4 ranks then get some serious time off, they did kill the borg queen brought back really cool technology.
