In the opening scene a lieutenant says to Data, a commander, that something was a direct order. How can a lieut. order a commander around?

Maybe the lieutenant was relaying an order from an higher officer

wasn't it an order from Starfleet Command? I haven't seen the movie in a while, but I'm am pretty sure that all of the orders/missions (except for The Enterprise's one) we all given by starfleet command.

Or a Lieutenant can order a commander around by what is called "positional authority." When you have that kind of authority it doesn't matter your rank.

Yes, that's true, because he was one of the top people, and Data was there just to collect data.

You are both correct.
It is like a member of say the Australian sas being seconded by your delta forces.
That Australian SAS member is brought into the Delta Force unit and is therefore under the units commander even though the SAS officer may outrank him.
On some missions where there are cia/military personnell working together the leader of the group may not necessarily be the military officer or he may only be the decisionmaker for the military part of the mission.

The problem with Insurrection (and Nemesis) was that they were made at all
A planet of aliens identical to humans who don't age threatened by a species of aliens identical to humans but with stretchy faces (with the Federations help) who turn out to be the same species
(and were expected to believe that the Utopian UFP they thought us was oozing with morals approved this?)
All scripts, records DVDs, videos, traces of Insurrection, Nemesis and the Final Frontier should be put in a rocket and fired into the sun, never spoken of again.

Rank doesn't have much to do with it, when it comes down to who is in charge, that person most likely had some sort of position of authority, either in command, or one of those in command.

Fear the future of ST movies.... I am defiantly going to be wary about the next movie, especially after the last one. Come on, why can't they make a Voyager or DS9 movie?

The order was a general order to be observed by all the researchers participating in the "duck blind" kind of like the STNG episode "Who Watches the Watchers?"

A side effect of the Trinity plot on this season of �Dexter� is that it makes the new remake of The Stepfather, starring Dylan Walsh,star trek voyager
seem even more superfluous than it already was. The original Stepfather offered a dark satire of suburbia and the 1980s cult of family values, with a terrific performance by Terry O�Quinn (these days zipping between life and deathbones dvd
on �Lost�) as a Ward Cleaver-wannabe the wire 1-5 dvd
who butchers his families whenever they, inevitably, reveal human flaws.However, I loved the transition from the therapy session to Dexter bashing plaster heads with a hammer, which probably anyone would find therapeutic after couples counseling (Rita too). It�s nice to see Roma Maffia as the therapist and Dexter�monk dvd
s explanation, �I really do need a place to put my stuff� seemed like an homage to George Carlin�s old �A place for my stuff� routine. And it was funny when DexterDexter dvd boxset
and Rita offered overlapping explanations star trek voyager dvd
about who was Lila: �My sponsor�/ �Some bitch he slept with

Insurrection, I thought, was a very good movie. Still, in response to what you just said about the Federation's morals, etc: If I recall correctly, there was a very misguided, high ranking man behind the cooperation, and it was unofficial in nature.
As for Nemesis: the only thing that got me irritated was the fact they killed off Data. Don't give me crap about B-4 either, because he still wouldn't be Data, even if he got all the memories and experiences of him.
