WHen was Section 31 started? Was it started as a division of StarFleet Intelligence, sorta like the Obsidian Order and Tal Shear?

That is unclear. Apparently it was written into the original Federation Charter. However, it is not known whether it existed before that.

^I don't think Section 31 is part of the military structure. Kind of like CIA isn't in the military.

The origon is ambiguously explained in the Section 31 book, "Cloak" set during Kirk's time, but it was part of the Federation Charter made in the 2160's.

i think a Mini-Tv series about section 31 would be good showing you their corrupt ways of dealing with problems I don't know why but i always associated temporal investigations with section 31

Section 31 is another reason why DS9 is such a spectacular show, even compared to it's other Trek counterparts. The very notion of a autonomous, lawless organization thats been assasinating, lying, corrupting and infiltrating for the Federation throughout it's history turns the Trek world on it's head. On the other series, a certain status quo was maintained about the integrity of the Federation and humans. On DS9, those accepted generalizations were attacked and called into question by the actions of not only Section 31, but also by Captain Sisko, who orchestrated the Romulan alliance around a lie. These plot twists and character portrayals gave DS9 the most original approach that Star Trek has seen since the days of Captain Kirk.

I don't mean to imply anything, but several years (in real time) before DS9 introduced S31, there was a mention of a secret organization on Babylon 5 which was much the same thing; it was called Bureau 13. The name was later dropped for legal reasons, but when DS9 came up with Section 31, my reaction was "Hey....this seems familiar...."

Been a while since I've seen the episode. Its the season 2 ep "A Spider in the Web", though, so I'll pay more attention next time its on.

^Far less organized, pah-wraith. One must understand that 31 is established in the Federation charter, and is autonomous in their operation. They have no inferstructure or base of operations, only the singular idea of protecting the Federation at any cost and by any means necessary. As Sloan said: "The Federation needs people like you, Doctor.... They also need people like me, to make sure that we can have people like you." 31 is the very essence of the show that introduced it. It is a new and bold take on the Federation and Trek itself.
