Ways to annoy him:
-Ask whether i could "borrow" his holodeck time for something more interesting than his "Tee Time."
-Ask him why is he so bald
-Refer to him as an "it"
-Say that singing opera is just silly and he should not clutter up his matrix.
-Tell him that Seven's new social tuitor is the "EMH Mark II" because she thinks he is more efficient.
-Tell him that holograms are exactly like replicaters.
-Ask him a lot of questions. (Like Neelix one time)
-Take away his mobile emitter.

Quite simply I would add a subroutine to his program so he had hair on his head.... but the hair kept moving around, slowely shuffling around his body, so one minute it would be on his head, then it would shuffle down over his eyes, then down onto his hand etc etc etc and so on and so forth

-Alter his entire physical image to mimic a miniature space amoeba.

-Change his greeting to recite Ferengi Limricks.

-Change his greeting to:
"Sorry Captain, we're all out of Coffee" when Janeway enters.

If I was a kid on voyager, I would annoy the doctor by...
going into the halodec everyday and tripping to get scrapes, or start fights in the mess hall so thta I would have to go see him daily.

Get turned into some horrible monster and then refuse to receave treatment.

It might also be useful for when Voyager is attacked.

In order to annoy The Doctor on Voyager if I were a kid on that starship, it's simple really...I would annoy him the same way I used to annoy my parents when I was younger n it worked...if he told me to do something like leave...or something similar...I'd simply ignore him n continue about my child-like business! lol!

I would hide all his medical equipment once he puts it down and if he asked me where they go. i would quickly put them back ... I would make it look like he is loosing his holograghic mind.

I would sneek an aphrodisiac(srry for the spelling I know it's wrong) inject Tom with it wile b'elanna is doing her weekly diagnostics in sickbay or change the doctors program to make him multi coloured
