The decision is being made as follows:
* The actual voting takes place in secret. The electronic ballot started at 1126 BST and Moscow polled least votes in the opening round.
* Only IOC members, inspectors and administrators have been allowed into the room where the vote takes place.
* IOC members are voting in rounds until one city has more than 50% of the votes.
* The city with the least votes drops out each time, and we learn which city has been eliminated after each round.
* Once a final decision has been reached, the vote will conclude and IOC president Jacques Rogge will announce the result at 1246 BST to the delegates and the waiting world.
* In the event of an unprecedented dead heat where final candidates poll the same amount of votes in the decisive last round, the ultimate decision would rest with the IOC's executive board.
In London's presentation, Coe, who claimed London had rehearsed its final presentation to "within an inch of their lives", said young people worldwide were the key to its bid.

The former Olympic champion said: "London's vision is to reach people, young people, all around the world and connect them with the power of the Games.
"We want to deliver a magical experience and an electrifying atmosphere for competitors and spectators to provide the uplifting sporting occasion which distinguishes the Olympic Games from other sporting events."
Coe's sentiments were backed by Blair and the Queen, whose message of support was read out by Princess Anne.
Blair, who headed back to Britain for the G8 summit in Scotland after spending 48 hours lobbying alongside the bid team in Singapore, said in a recorded message: "My entire Government and the main opposition parties are united behind this bid. It's the nation's bid and it has united people across the country."
Paris got the final presentations under way at 0200 BST courtesy of Mayor Bertrand Delanoe and French President Jacques Chirac, followed by a lengthy video from French director Luc Besson, famous for films such as Leon and the Big Blue.

Delanoe finished by saying: "Paris needs the Games, Paris wants the Games, Paris loves the Games."
An impassioned Chirac added: "The heart of Paris and the heart of France are beating in unison in the hope of becoming Olympic ground in 2012."
Senator Hillary Clinton and New York mayor Michael Bloomberg, plus former Olympians Bob Beamon and Muhammad Ali, took the stage for their city's bid on Wednesday.
Clinton said: "We are 100% committed to making the 2012 Games a truly spectacular event."

Senator Hillary Clinton on New York's Olympic bid
Bloomberg highlighted New York's ability to recover from the terrorism attacks of 11 September in summarising the city's presentation.
"New Yorkers asked ourselves 'can we recover', 'will we rebuild'?" he said. "Without hesitation, New Yorkers stood up and said 'yes'. This spirit will be given to your Games."
Moscow was the third bidding city to address the IOC members, with arguably the highlight of their 45-minute allocation a video speech from President Vladimir Putin.
Putin gave his "absolute endorsement" to Russia's presentation, which ended with shouts of "Moscow, Moscow" from within the convention centre."
The Games, if held in Moscow, would be the best in the history of the Olympic movement," added Putin.
Madrid completed the presentations by focusing on the success of the 1992 Games Spain hosted in Barcelona.
Queen Sofia hailed their 2012 efforts as a "very special time for me and the Spanish royal family".
And she added: "Madrid 2012 has the whole-hearted support of the people of Spain. We look forward to seeing you in Madrid." |

* All five bidding cities gave final 45-minute presentations to the IOC members before the vote began.
* The electronic ballot started at 1126 BST. Moscow, New York and Madrid were eliminated from the race in the first, second and third rounds of voting.
* The final round of voting finished at about 1145 BST, with the committee reconvening at 1230 BST for the official announcement.
Wednesday's decision brings to an end the 18-month race to win the host contract for the 2012 Games.
And it was the most keenly-fought bidding contest in recent years.
Paris was considered the front-runner for much of the campaign, and was highly rated in the initial evaluation and also by the inspectors after their visits earlier in the year.
But it was widely recognised that bid leader Lord Coe, a high-profile personality within the IOC and other governing bodies, hauled London closer to the French capital as the vote approached.
Madrid was seen as a consistent but not outstanding candidate, while New York's bid was dogged by problems over their proposed stadium, and Moscow was always seen as the rank outsider.
Once attention moved to Singapore, the bidding cities called on political and sporting heavyweights to champion their causes.
And the spotlight inevitably focused on Paris and London in the days leading up to the vote.
The two cities had President Chirac and Prime Minister Blair respectively in their corners.
Mr Chirac actually took part in the French capital's final presentation on Wednesday, while Mr Blair opted to lobby alongside the London bid team in Singapore before flying back to Britain to host the G8 summit.
London also called on England captain David Beckham and a galaxy of Olympic and Paralympic medallists as ambassadors, while footballers Laurent Blanc and Zinedine Zidane were among those backing the Paris bid.

/\ no, the UK won because the French were cocky. They were really sure they were going to win, one of the French people even booked a holiday to "celebrate France's victory" and apparently the French Prime Minister insulted the UK. Well, that's the rumour I heard.
And they shouldn't have been so cocky, we were actually nice to them when we reinacted the battle of Trafalgar (we changed England and France to Red Team and Blue Team so the French wouldn't be offended).
So... anyone who wants to watch the Olypics... it will only be half an hour journey from my house, and we have a spare bed or two.

People I've spoken to have said that while it's a good thing, it'll be a nice target for terrorism. When I spoke to my mum about it, she said we'd probably have already been blown up by 2012.

I'm thinking that the "London Horror", as people are now calling it, had nothing to do with G8. I think there were some pissed of Parisians who took their anger out on London's metro system. I campaigned for Paris, Paris campaigned for Paris...they were a shoe-in. Nobody thought London wouldn't get it this time...and then, SHOCK, they did.
I mean, I'm as disappointed as any Parisian, but not THAT disappointed. After all, I'm british too!
*sniff* Paris had signs and all sorts of stuff all over the place...Paris 2016 perhaps?
