Harry because he's smarter than Tom but he still is an ensign. That reminds me, i was going to ask why Tom Paris got the rank of liuetenant since he was a criminal. Harry worked harder and is only an ensign even after 7 years in the delta quadrant. Tom even lost and got back his rank on voyager. That bugs me.
