I dunnoi, but the no baldness wasnt because of Picard. It was because Avery spent several years as Hawk, a 'sideckick' to spencer

Avery wanted to be bald from the begining, the producers insisted he had hair, at least at first. It wasnt untill season 3 or 4 that he could go bald
