As nasty and twisted as one can get.The episode when he has sisko as his prisoer on a planet and beats sisko up.Man he really is based on a hitler type personallity.Really mentally ill,generally nasty alien!!!!!!

I still think he should have been killed by Kira, particularly for the way he speaks to her during the Dominion occupation of the station...

He is one of the franchise's best villains though...you could never tell which way he was going to go next. He was a potential ally one week and a few weeks later he's leading the Cardassian fleet in league with the Dominion...

i agree, he is one of the best villains, and i also realised the other day that in Time's Arrow, the TNG episode, he is one of the poker players
