OOC: Note that I want to move on just as much as you do. We need to follow the rules though. I suggest you give them a couple of days, then delete those who don't reply as members. Then we'll have quorum. Simple as that.

I think that in a mod-sense, it's fine to instantly move the proceedings when it's been two weeks. I don't want to PM everyone, so this means that EVERYONE who did not vote on this will hereby no longer be a member of the Congress until they re-apply.
Therefore, motions will continue. Continue where I was.

Zeke clears his throat after an uncomfortable pause. "Sir, if I may.... Perhaps it would be wise to call a recess for the time being. There are simply not enough Congresspeople here to conduct business. I suggest we either gather together the representatives or suspend this legislature's operations."

Zeke gestures generally, maintaining his seat on the floor. "Well, first we should issue a final quorum call to the congresspeople already in membership. I propose that those that fail to appear be striken from our ranks. A campaign to bring in new representatives would not be out of order either. All of this supposing, of course, that the Speaker wishes to continue conducting business."
