Laws are guidelines people are set to follow. People change and decide that they can lay aside rules and laws that were laid down. They don't relize the damage they may be doing.
But just because the government says it's okay doesn't make it right. Thats my personal opinion, of course..

HIV cannot be detected directly in a simple test. Only the body's response can be "screened", and HIV can avoid "screen"-type detection for years.
