The Film with the Galactic Core is Star Trek: V The Final Frontier. Borg space isn't all in the delta quadrant. Altogether it probably would make up 1 quarter of the galaxy but it's defiantely not all in the Delta Quadrant. Just most of it is.
The Galaxy is approximately 90,000Ly across. Not much of the Beta Quadrant has been explored, but then again they still havent explored all of the Alpha Quadtrant.

There are other galaxies you know. They could have a deep space explorer, a colonist, whose goal is to establish a new Federation in a foreign galaxy, incase, due to a war, the Federation in this galaxy is destroyed. Thats what the Confederates did in Brazil during the civil war, or the Nazi's did during world war II in Argentina.
Or They could have a version of Star Trek where a ship gets transported to a parallel dimension, where Star Fleet never existed, and essentially his goal is to bring a choatic galaxy back into order.

I think it would take too long for a ship and crew to get to another galaxy using warp drive. At warp 9 it would take 1,318.9 Years to reach the nearest galaxy

True, but the borg with their technology could open a gateway, for that's how 8472 got into this galaxy.
If they stole Borg technology it might be possible.

I dont think enough of the MU (Mirror Universe) has been explored. if they made a move, im sorry it would have to be a prequel. It would be boaring if it was set in the time that Terrans are slaves

Slipstream drive and transwarp drive seemed to benefit any traveling ship going in very long range travel.
Seven of nine could have given starfleet the technology of the borg to make transwarp hubs, or there are even wormholes to other quadrants.
Anything is possible.

How about a well-written story which doesn't rely on technobabble or cliche parallels with current events.
(The ST:NG episode with the entire planet of junkies makes me want to barf just thinking about it.)

They go to Ferenginar many times in DS9 and they go to talax one or two times in voyager
