"Congressman, have you not read the rules, or do you not understand them? After the first two speeches occur with questioning, we have a CX round. After that, we have motions move to another round of debate. This could start with a proponent speech. If there is no proponent speech, then we move to an opponent speech. If there is no opponent speech, we move straight to motions. This is not an issue of me not liking the opposition or what have you. If we do have an opponent speech, then an opponent gives a speech. Do you understand this now?"

"This bill cannot be approved. We cannot allow it, for a few key reasons. First of all, the damage to our economy would overwhelm the improvement. Because there is such little enforcement of immigration laws already, there is no way to securely enforce the business side of things. This bill does not address enforcement, which it should, because if the laws are not enforced, then there is no way to ensure Sections 1, 2, and 4. When employers can pay less to a certain group than another, they will shoot for the lower-"priced" group. This would cause more layoffs and beyond. Not only that, but since this legislation fails to address the employment of illegal immigrants, it only enables illegals to obtain jobs. With illegal immigration on the rise--especially after President Bush's proposal--this would only worsen things. Plus, the economic impact on employment in particular and the inability to enforce the law is a major problem. The laws that we have in place now are not enforced, and there is no clear way to enforce this one. I yield my time to 3 questions, then we will move on."

"I understand that there is a difference between border security and this program, but there are ties that tie them together. If the border's aren't protected and there's no real prevention method for stopping illegal immigrants from getting into the program, then that's a security issue. Also, if there's no way to enforce the bill, then it cannot go into motion. Prior to the passing of this bill an enforcement method should present itself. Without one, then this bill cannot be enforced, hence hurting our economy, etc. You may ask one more question if you'd like, and then someone else may ask. I am on a 3-question limit right now."
