1. Whereas America must control its borders to protect against illegal immigration and importation of contraband,
2. Whereas the effectiveness of our current border patrol training is obviously inadequate, and

4. Be it resolved by this Congress assembled that the Border Integrity Act be adopted as law by the government of the United States of America.
5. Section 1: Mandatory training programs must be held semiannually for all United States Border Patrol agents.
6. Section 2: These training programs, in addition to current training standards, shall cover advanced logistics of the border as well as collaboration and response drills to ensure maximum efficiency in finding and capturing persons crossing the border illegally.
7. Section 3: Operations bases for the United States Border Patrol shall be upgraded with modern computers and a more reliable GPS tracking interface to monitor guard positions so that supervising agents may facilitate a more timely and effective response to incursions.
8. Section 4: All border patrol vehicles shall be upgraded with GPS tracking systems and real-time uplinks to monitoring equipment to facilitate efficient operations.
9. Section 5: Electronic surveillance along the border shall be upgraded with new cameras and motion detectors in order to more fully monitor potential entry points.
10. Section 6: In order to minimize budget stress, the above directives shall be implemented over a period of ten years according to a plan to be submitted by the administrative power of the United States Border Patrol and approved in congressional committee, with expenditures to be distributed as equally as possible over that time period.
11. Section 7: Five years after this act shall have been fully implemented, a congressional committee shall be convened to assess and recommend to the full congress whether further action is needed.
12. Therefore be it resolved by this Congress assembled that the Border Integrity Act be adopted as law by the government of the United States of America.

Zeke shrugs again, leaning back in his chair, very informal now. "It's fairly simple. Basically the same theme as Operation Border Security; except instead of building a fortress along the border it improves on what's already there. The low-cost alternative I promised the Congress back in the first session. Of course, "low-cost" is relative. That's why it's drawn out over ten years. I believe that if it's done correctly we should be able to accomplish the plan with a few billion dollars between the training increases, computer and building upgrades, and upgrades to monitoring equipment. Then section seven will allow us to work on further expendatures based on how well it works. I'm hoping that it's a plan we can get a majority around. It should be, as long as we all agree that the border security needs improvement. Of course, those who support open borders or are boycotting further expendatures will be against it, but for proponents of OBS and people who balked at the price tag and eloborate nature of it, it's a good compromise."

"I do not like the bill, simply because it is not powerful enough against illegals. However, I am forced to comply with the allowing of this bill to pass. Is there any objection?"

Zeke smiles, speaking practically and being careful to keep his tone level. "You know Sir, if you want anything done at all I suggest you support it. The high-key approach has obviously failed. I wouldn't count on trying again with a seven-to-one defeat in the first round. Help this one through, and at the very least you'll have precedent for doing more later."

"I know, I know. I am considering my position on this issue. I think that this is better than nothing, but the course of 10 years does not help. It must happen NOW. Statistics show that immigration keeps expanding each year. And I believe that something more drastic than this must occur. This is too weak a policy. And if your other bill passes in the Congress..."

If you want my honest opinion, the way to keep people on their side of the border is to focus our resources on helping Mexico into a more favorable economic position so that people won't need to come to the U.S. in order to support their families." He sits up and straightens his tie. "However, this can all be gone over on the floor. On the current subject, I have no objection to it going before the full Congress."

"We have assisted them, and are, Congressman, however the Mexican government is only ADDING to the problem, giving pamplets, allowing certain books telling how to smuggle drugs into the country, etc, and are exploiting the resources which we give them. But you are correct. I am now open to a vote on the approval of this bill. I vote Aye."

Zeke stretches, then shakes the Speaker's hand. "We may be rivals on many issues, but I'm glad that we can still be friends outside of politics. Thank you Mister Speaker. And now, if you'll excuse me, I should get some rest. I've got two speeches to give tomorrow morning, and then there's always the Congress to come back to. Good night Sir, and thank you." He walks out and heads home, still working on his datapad as he goes.

He then proceeds to meet with the Ambassador from Iraq.

Zeke looks up from his desk as a messenger informs him of the call. He puts away his work, stands, straightens his clothing, and leaves his office. A few minutes later he enters the committee room. Greeting the Speaker with a smile and a short bow, he takes his seat.
