Introduction
The following posts detail congressional proceedings and any bills or other resolutions passed in each session. If you find any errors or have any suggestions, please contact Zeke Zabertini. Please do not post on this board.
Notes
All actions (except motions to vote) are given reference numbers. These numbers refer to the proposition and any action taken (or not taken) on them. Reference numbers are layed out in the following format STVC#session number# #type##number#
Types:
-B: Bill (direct legislation)
-M: Primary Motion (amendments and independent motions)
-P: Proposition (policy decision)
-R: Resolution (action order)
For example, the second (amended) verson of the bill proposed in the first session would be assigned the reference number STVC1 B2, 1 being the session, B being the type, and 2 being the bill number. Numbers are progressive, and continue to build across sessions.
Layout of bills/propositions/resolutions/primary motions in the minutes is as follows:
-Reference Number [Chief Proponent] {Chief Opponent}
Motions to vote are layed out as follows:
-Vote on #Reference Number# [Moving Party]
All motions require a second to be considered for a vote. The Seconding Party (if any) is noted on the line directly under each motion.
Votes are layed out as follows:
-#Decision Made# (vote split #for decision#/#against decision#/#abstaining#) [deciding person/body]
Docket color key:
-Green: Session complete
-Yellow: Session in progress
-Red: Session upcoming
-Blue: Session deferred or cancelled

1. Whereas millions of illegal immigrants pass over our borders every year,
2. Whereas immigration laws are broken daily,
3. Whereas jobs from American citizens are taken, hence leaving fewer jobs for Americans,
4. Whereas our border patrol is unable to efficiently secure our border,
5. Whereas our welfare system has expanded because of illegal immigration,
6. Whereas hospitals have been forced to report bankruptcy, and
7. Whereas terrorists have crossed our borders and are easily able to do so,
8. Be it resolved that the United States Federal government should initiate Operation Border Security.
9. Section 1: At crucial points of entry, the government place a quarter mile to half-mile wall consisting of relatively low cost yet strong material, perhaps made of residue, depending on the specific situation.
10. Section 2: Walls would also be scattered in a ratio of one-quarter mile of wall to every two miles of land. This would therefore result in limited points of entry by illegal immigrants.
11. Section 3: Between each wall, an outpost of Border Patrolmen and/or National Guardsmen will be posted, and the officials at each of these outposts will fan out and stop illegal immigrants.
12. Section 4: Jetfighters or other airplanes as well as helicopters and unmanned vehicles will be placed along the border and search each entry point.
13. Section 5: In order to make this operation work, however, the Bush Guest Worker Proposal must be dissolved until the illegal immigrant entrance rate is at no more than 500 to 1000 per year, at the very most.
14. Therefore be it resolved that the United States Federal government should implement Operation Border Security.

1. Whereas America must control its borders to protect against illegal immigration and importation of contraband,
2. Whereas immigration laws should serve the economic needs of our country,
3. Whereas unfair rewards should not be given to illegal immigrants to disadvantage those who come into the country legally, and
4. Whereas laws should provide incentives for temporary, foreign workers to return permanently to their home countries after their period of work in the United States has expired,
5. Be it resolved by this Congress assembled that the Guest Worker Program be adopted as law by the government of the United States of America.
6. Section 1: Employers must make every reasonable effort to find an American to fill a job before extending job offers to foreign workers.
7. Section 2: Companies that break the law and hire illegal workers will be prosecuted to the full extent of the law.
8. Section 3: The U.S. will work with other countries to allow aliens working in the U.S. to receive credit in their nations' retirement systems and will support the creation of tax-preferred savings accounts they can collect when they return to their native countries.
9. Section 4: Temporary workers wanting to remain in America and pursue citizenship shall not receive an unfair advantage over those who have followed the law, and will placed in line for citizenship behind those who are already in line. Those who choose the path of citizenship will have an obligation to learn the facts and ideals that have shaped America's history and fulfill the same requirements as other candidates to receive citizenship.
10. Section 5: A reasonable increase in the annual limit of legal immigrants will be extended to benefit those who follow the lawful path to citizenship.
11. Therefore be it resolved by this Congress assembled that the Guest Worker Program be adopted as law by the government of the United States of America.
