Set a fraction. Say the quorum for a valid vote is 1/2 or 2/3. 3/4 if you want to go extreme, but I wouldn't recommend it. Also specify a time period for voting to continue after the necessary number of votes have been gathered (I suggest 5-24 hours, your choice) so that we don't cut off the rest of the congress by default once just enough people have voted.

Also, from the legislation committee:
"5. To prevent monopoly of the committee (or ANY committee, for that matter), there can be only a maximum of TWO members from a specific party, unless that party has a Congressional Majority of at least 5 (then they can have three members)"
Change that majority rule to a fraction too. If we get a lot of members in the future, a majority of five may not seem so big anymore. Also, you have two rule #5s.

NOTE: Be sure to add "rounded up" or something to that effect to each fraction so that we're totally clear on the number of Congresspeople needed (since the fraction won't always be a whole number).

Actually, don't bother with the Legislation Committee rules ideas. That's been taken care of
