They look more like shadows rather than eyebrows
In an episode i was watching today. It showed a close up of his eyes and well of course the area around his eyes and even that close i still couldn't see any eyebrows there.

Yeah that is one of the weird things. Almost everyone looks really weird without eyebrows but he looks fine.
