Yeah, that bugged me too. Apparently that wasn't accidental-----there was a concious decision to disregard the Dominion War TNG books when writing Avatar. I'm not really clear on the details.

The good news is that Trek books have become much more interconsist since Avatar----nearly every book set in the year 2376 is in the same continuity, being it DS9-R, NF, SCE, or whatnot.
