Thats a good theory. Although makes you kinda wonder what is it with warp 10 that is different. I like your theory though.

its not really my theory, thats just what it is. You can't do with warp 10 just as transwarp can go with warp 20 or 30, because then the 'gearbox' of the warp core is in the middle of a 'shift' (just one way of explaining it).
But if you skip the warp 10 and go too 11, then the frequence of the watp core is right again and you go faster(way faster).

WARP 10 IS INFINATE SPEED. YOU CAN'T GO FASTER THAN INFINITY. IT MAKES ABSOLUTELY NO SENSE TO SAY THAT YOU CAN!!

People. Infinity is a mathematical concept. Like plus, minus, equals, etc. It's not a number, its not a quantity. IT IS A CONCEPT THAT NUMBERS CONTINUE FOREVER. PERIOD.

I think they just reconfigured the scale. I mean, a captain can't say:

"Helm, set a course to the nearest inhabited galaxy, Warp 9.999999999999999999999999975"

That would sound funny, wouldn't it? So he just says: "Warp 15", for instance, even though they are still under the Warp of 10. And Warp speed rises exponentialy, that means, that for instance Warp 9.99975 is 200% slower than Warp 9.99976.

At least someone understands.
