Why was Deep Space Nine (Built by cardassians) Placed right next to Bajor?
Was it placed next to Bajor before or After the Oupation?

It was presumably constructed during the occupation. DS9's primary functions were to serve as a spaceport for Cardassian ships and as an ore processing facility. Gul Dukat was the commander of the station until the end of the occupation, where the Cardassians retreated and abandoned the station.

Hitchhiker basically has the correct answer. It was built during the occupation by Bajoran slave labor. It was, as pointed out above, an ore processing station. Gul Dukat was the head of it. The Federation took over that space so quickly from the treaty that the Cardassians left quickly wiping out everything they could from the systems. Thats why in the first episode it looks like a wreck. It was either from the treaty they got the station or maybe it was when the Bajorans rose up and fought back, they occupied it? Im not sure....

The station was placed in orbit of Bajor during the occupation. When the Federation took over (Emissary), the Federation moved the station to the opening of the wormhole, to protect the wormhole for Bajoran interests.

Um no....it never moved. The station was always in the same spot. I don't remember them mentioning it moved from Bajor to a random spot. It wasn't moved to protect the Wormhole because the Wormhole hadn't been discovered yet remember?

Hitchhiker summed it up well.
Only thing that bothers me (unrelated to the question) is why would there be an ore processing facility be in space? This is assuming that they were extracting or (to quote from memory) "raping" Bajor's natural resources on the planet.

Exactly! They moved it very carefully from Bajor to a position close to the mouth of the wormhole. If the station was still in orbit of Bajor during the whole series, then we would have seen Bajor in the backgorund of every single shot of the spacestation from the outside.

Yes, they moved it during Emissary to protect it from Cardassian takeover. This was while Sisko was gallivanting around non-linear time with his noncorporeal buddies.
I don't know why it was an ore-processing facility . . . I sense Dogbert's hand in this . . .
Maybe they had operations that could only be performed in zero gravity? ::weak answer::

It was built durin the occupation 15 years before the federation got it.
