i like 2 but i vote on 3 
maybe for 2 instead of romulans maybe dominian
but since the federation has 8472 on its side the federations gonna win

I agree. The Romulans wouldn't join the Borg. Especially since relations between the Romulans and Federation became better after Nemisis. The Dominion joining the Borg would be cool. Also the Federation doesn't really have Species 8472 on its side. They are kinda at this mild treaty.
BTW all three choices are great minus the Romulan stuff. Why do people say they want a VOY only cast movie? So it will be dull and mindless? Please! DS9 was here first. They deserve a movie. VOY got its fitting ending. They went home. Its done. DS9 has so much more that can be done. I choose option number 1. Sisko returning will make a great movie.

I like the idea of 2 the most. But I would love to see a Voyager movie. I'm starting to tire of TNG movies. And of course Captain Janeway and Voyager are my favorite.
