As I've stated before. The Changelings do have ships. Also the Changelings helped the Vorta become more powerful or evolved. Perhaps as the yevolved they gained better technology and learned how to create and pilot ships. OR maybe the Vorta never learned and the Changelings subjugated the Jem'Hadar. The Jem'Hadar were probably a primitive warrior race and the Changelings "tricked" them into believing they are Gods. After they controlled them, they began to genetically engineer them and forced them to believe they were Gods. Hoped that helped C99.
