open paint
"file"
"open"
the picture you want to reduce
now zoom in so its nice and big
now the upper left hand cornor of the toolbar
the dotted line box
make it outline the whole pic
rightclick then copy
"file"
"New"
"Edit"
"Paste"
save as .JPG
works with XP only

I was gonna post that at somepoint, all you have to do is go to save as at anydocument and save it as a jpeg (.jpg)

I have Photoshop 7, PSP 7 and Photoshop Elements 2 (my dad is crazy buying them all, not that I'm complaining!) so I prefer using them as they offer more control. I'll have to try that at some point though.

I haven't mucked about with PSP7 so much, but usually I just try resizing it and saving it in different formats until it's small enough. If I have time I'll see if there's a way that you can save it to a certain size everytime.
