WASHINGTON � North Korea (search) told the United States on Thursday that it would test a nuclear weapon unless Washington accepted Pyongyang's proposal for a freeze on its atomic program, a senior administration official said.
Vice Foreign Minister Kim Gye Gwan spoke with Assistant Secretary of State James A. Kelly (search) in a 2 1/2-hour private discussion in China, where a six-nation conference is being held on the long-running impasse over Pyongyang's nuclear ambitions.
The United States has been insisting on complete disarmament by the communist state and submitted a proposal to the conference on Wednesday outlining the benefits North Korea could receive if it complies.
The senior administration official said the North Korean threat suggested that the Beijing discussions were headed toward failure. The conference ends on Friday with the issuance of a communique.
There was no indication of when North Korea might carry out its reported threat to test. The United States is uncertain as to how many weapons North Korea possesses, but thinks it has at least one or two with the potential for several more.
Near the end of their discussion, Kelly told Kim that there was little trust in Washington for North Korea and that Kim's statements wouldn't improve matters, the senior official said.
The official declined to be identified because private diplomatic exchanges are normally kept confidential.
Thursday's discussion with Kim was not the first time that a North Korean diplomat issued a nuclear test threat. A similar warning came during a meeting between North Korean diplomat Ri Gun and Kelly 14 months ago, also in Beijing.
State Department spokesman Richard Boucher had no comment on Kelly's meeting with Kim, except to confirm that it took place.
The United States is demanding the complete, verifiable and irreversible dismantling of Pyongyang's (search) weapons program.
It has been hopeful that the impoverished country would be willing to meet the demand in return for a brighter economic future for its people and broader diplomatic acceptance in the region and beyond.
During a closed plenary meeting on Thursday, North Korea demanded massive energy aid in exchange for a nuclear freeze, the Kyodo news agency of Japan reported, citing diplomatic sources.
The report said Pyongyang asked for 2,000 megawatts of power per year � an estimated one-fourth of its current total consumption. In the United States, a megawatt can supply power to about 1,000 homes.
Boucher refused comment on the reported proposal.
"The most concrete...and specific proposal on the table is that made by the United States yesterday with the support of other governments who were there," Boucher said.
"We look to the North Koreans to study that proposal seriously," he said.
Other participants are China, South Korea, Japan and Russia. All agree with the United States that a denuclearized Korean peninsula is a worthy goal.
Kim said earlier during the conference that his government has been developing nuclear weapons for protection from possible U.S. attack.
"If the United States gives up its hostile policy toward us ... we are prepared to give up in a transparent way all plans related to nuclear weapons," he said.
Both Japan and South Korea say they would consider giving the North fuel oil if it freezes its nuclear program as a step toward its eventual dismantling.
Russia would be willing to help provide energy aid and security guarantees, said Russian envoy Alexander Alexeyev, according to the Russian news agency ITAR-Tass. The report did not say what conditions Russia might attach to that offer.

If I remember right we have nukes right? why is it that if another country has them than they are evil? I mean we look evil to the Countries that doesn't have nukes. I'm not saying who is wrong and who isn't just remember there are countries that look at us the way way we look at countries like N. Korea.

Do you know anything about Kim Chong-il. He is a nutcase. He also reportedly gave nuke tech. to Libya. He is a HUGE threat.

Jeff, your not seeing the distinction between stable governments having WMD's, and unstable governments having them. England has them, we have them, etc... WMD's in the hands of someone who will sell them for money? BAD thing. Someone who's not quite right? BAD thing. Other countries may not like us, but it's clearly not the same thing.

Anyway, Kim Jong Il should not be allowed to keep nukes. He is not a good leader, and the fact that he calls himself a Socialist, a Communist even, makes me sick.

Actually, for information, Kim Jong-Il is actually reported to believe that he has some form of Autism. If you read quite a few things he actually does in his free time, you will find it quite surprising and strange.
Also, as for him being in power, I assure you, he hasn't got the intelligence needed to run the country. Personally, he is just "The Figurehead" while it his really his Military that run the country itself.

I would say that the United States should just say Kim Jong-ILL is bluffing about his nukes and launch a full attack on North Korea with the help from the South Korean, Chinese, and Russian Forces.
Kim Jong-ILL shouldnt be allowed to stay in power, he is just evil like saddam.

Actually, it is not that simple. You see, even though in the public eye they do not show it, secretly both Russia and China support North Korea. You see, both countries do not want to have American Troops on their border as America would not want Chinese or Russian Troops on their border.
Basically, North Korea is merely just a "buffer state" for both Russia and China. As long as North Korea remains, they will feel more secure.
As for Nuclear Weapons, how do we not even know that China and Russia do not even support it? For all we know, China could have been helping them long ago.
True, there is trade involved but China won't let North Korea fall for security reasons.

Yes, during the Korean war America was going to "take over" (not take over, but clear out all the rebels) the whole country. But China threatened to declare war on America if they went past the 38th (I think it was the 38th parallel) parallel and so America stopped. It's one of the most dangerous flashpoints on earth even now.

Actually, America did cross The 38th Parallel and they were defeated by Chinese Forces. It soon got to the point when American and United Nations Forces were pushed practically back to Pusan by The Chinese, well, near Pusan to be correct.
If I am correct, America and The United Nations did not fight back all the way to Seoul but The Chinese ran out of Military Supplies and Equipment to continue the advance, and of course, later on, The Allies would have counter attacked.
So, China, The Soviet Union, America and The United Nations came to an agreement that both North and South Korea would be returned to their original standings (The 38th Parallel)
So that is what happened there and it still is like that today. China would defend North Korea, even if it meant they had to remove Kim Jong-Il and his family thuse replace it with a more "steady Government", they would do so.

China would not support North Korea simply because if they did the world could turn against them. I dont think they would take such a risk. Russia is no longer communist it is democratic and President Vlademir Putin wont support North Korea either because of the same reason China will not.
If China supported North Korea, the South Koreans might declare war on China, which could cause the Americans to fight a war against both countries. In turn Russian would get involved helping the Americans. It would be a total disaster.....

First of all, yes I do, it is in the history books.
Second of all, America would back down if China backed North Korea. I mean, admit this, China's Military is the largest in The World. They have already 2 million men active and another 379 million in reserve. North Korea has a 1.1 million man army itself. America has only 71 million in reserve. That number against 379 million? Okay, China would only back down for trade but in a battle, China could win, I assure you. I mean, their army is actually bigger than Russia and America's population. So why would China be scared of America? Also, China has Nuclear Weapons too.
Also, Putin gets on with both North Korea and China. He is........how should I say, neutral. However, he is slowly bringing Russia back into a Communist State and this I can prove. I mean, for one, Russia actually has The Soviet National Anthem as their main National Anthem now. If you don't believe me, search for Russian Anthems.
Third, even if China and Russia did not actively get involved, they would probably send Military Equipment to North Korea, I mean, with Iraq, America, China and Russia are a bit edgy, even if they don't show it. Also, take a look at this picture.
There, I mean, if that isn't close, tell me what is?

The United States and its allies has an advantage and its that they have Aircraft Carriers, and thousands of missiles and bombs that can take out most of China and North Korea's Troops.
(Basically they cut those numbers down by one-hundred thousand before they do any land attack using ground forces.)
America still wins...

Actually, first of all, South Korea, even though they have many troops, don't have the morale to fight The North. Morale counts too. Poland and Italy would not involve itself in Korea, we are cutting our Military down, to the point where we relie on American protection. Basically, only South Korea, The Philippines and America would really be fighting. And trust me, Aircraft and Missiles won't save you against a horde of men. North Korea has moutains then can use as an advantage too.
I've studied another Korean War, I've seen the numbers, I know what could jolly well happen.

I doubt it would come down to this, as no president would risk that many lifes to take out a threat. The only way it could happen is if North Korea declared war on us, and that probably won't happen, at least now. Britain would support America though if it did come down to that. Although we don't have that many people we do have powerful weapons that would be able to take out lots of strategic targets.

That is true but still, both China and America have a 50/50 at winning, to my calculations. But the only problem is, America would have to travel The Pacific Ocean to reach Korea to send in reinforcments. China and North Korea are right next door. If they acted fast enough, they could secure South Korea and hold off The United Nations. It's a scenario mind you.
Also, Borgslayer, I wish to apologize for my behaviour. If I sounded rude, sorry, I was kinda tired lol.

Yeah, that's a good point. I think America would win if they get the Star Wars satalite system up though, as they could take out nukes if the warheads were on ICBM's. But then they could be delievered by some boat or rocket that doesn't enter the atmosphere, so... But I don't think they'd have the range to launch that far. Ah well, getting way to into this!
