its some secret agency.........i think they recruted O'Brien once........but i can't really remember

Section 31 is a federation backed agency, that does extreme intelligence and secret ops. When discovered, starfleet doesnt acknoledge their existence. They attempt to recruit Bashir 3 times, and have him do missions for them. Bashir kept trying to expose them, and eventually found out that they had Romulan defectors working for them, and even Admiral Ross. Eventually, their leader, Sloan, was killed by Bashir, while he was trying to extract the cure for Odo's disease, created by Section 31.

Section 31 also uses very questionable methods quite regularly. They won't shy back from even violating the Federation's holiest principles as long as the effect is something that they believe to be good for the Federation.
I think "a mixture between the Mafia and the CIA" describes them best. (No offense meant to Americans in general and CIA members specifically.)

They tried to recruit Julian Bashire not O'Brien, unless im wrong and they tried both of them.

Sloan wasn't the leader of Section 31, he was just a high-ranking agent.
I believe they first appear in "Inquisition", season 6.
