No, that's not right. TNG took place in the 2350's-60's, and it was 80 years after TOS which must have been then in the 2270's - 80's. But they already used phasers as a standard weapon in TOS, so they must have been invented long before...

which kind? hand phaser or ship phaser? Ship phaser came up between ENT and TOS, hand phasers musta been pre-ENT

Gosh no (about the hand phasers), because on TOS they had "lasers" which are less advanced then "phasers". Say that 3 times fast

I thought they invented it in star trek enterprise you know in the first episode broken bow or something they get their first phaser or something

Yes but either way, they are far less effective than a desert Eagle or a skorpion machine pistol.

ok they may not need oxigen to fire, but I would sooner have some throwing knives if it ever came to that.

Hand phasers are first given to Starfleet personnel in the first episode of Enterprise, 'Broken Bow.' I think they even mention that they were just invented.
