I think that Riker would make a better Admiral. It's not that Picard wouldn't make a good one, it's just that I think he makes a better Captain. And plus, Riker just has that almighty Admiral sense to him, too.

Well, being an Admiral doesn't require a lot of action, compared to a Captain's position at the head of a starship. Picard was getting up in years so I think he would be better fit as an Admiral; compared to Riker, having many years ahead of him and being full of energy. Not to say that Picard couldn't handle a few more years as Captain, .

Actually Picard was given a chance to become Admiral if he agreed to teach at Starfleet Academy but he declined on the offer.
I would say no one deserver it more than Mr.Worf

I don't want to go off-topic but I'd like to offer a real-life perspective of this.
My manager, a wonderful lady, is thinking about applying for promotion. The thing is-she's so good at her job, some people think she would be wasted in a higher position and that staying in her current position is more suited to her talents.
And that's the way things are sometime. My dad was a good policeman who never was interested in rising above the rank of a Patrol Officer (Constable here in the UK). I know he could have gone higher but he was so good on the streets, it'd have been a crime to take him off and have him promoted to Sergeant and then Inspector and so on...(Sorry if this sounds arrogant).
My point is, some people are just so good at their jobs, it's a crime to promote them.
I like the character of Riker very much, I think he was very well defined. IMO, his talents can only be put to good use if he's out there in space as a Captain. To promote him to a desk job would be wasting his talents.
On the other side of the coin, Picard would make a good Admiral due to his years of experience and his very good negotiating skills. He's a good Captain, one I'd serve under, but I feel he could do a lot of good as an Admiral.
I guess it depends on the character. Some are best suited to being on their ships exploring whilst others are more suited to desk jobs.

^Yeah, if Starfleet somehow comes down to choosing between Riker and Picard (for Admiral) by a test of 'funny-ness,' Riker would definately take the cake.

I still say Riker. I just think that he is more with the authority thing than Picard. Picard is more of an action taker and is the best at what he does. He should just stay a Captain. He's the best.
