DS9

He fit better with the cast and the story arc, oh right TNG didnt have an arc, they just had foreheads of the week.

DS9. The warlike themes in DS9 were far better suited to Worf's character and he simply seemed to fit in better with the crew, although I won't deny that he fits in well with the TNG crew as well.

my favorite worf time in the TNG universe is his appearance in First Contact, coming from the DS9 hardening that his character had undergone turned his role into such a driving force in that film.

I think he was better on TNG. I was more attched to him as a character on TNG. TNG gave his character more attention than DS9.

Very good points, however I feel that his character grew the most on TNG

^really? if u watch early eps of tng and late eps there is a serieus difference between the 2 picards early: extremely, very, very stiff
late: .. plain stiff

Worf changed alot too but picard changed the most me thinks

TNG, definitely.

I didn't like him much on DS9, which already had a Klingon (Jadzia). They didn't have a lot of new stuff for Worf, it seemed like they were just repeating what was better done on TNG.

In the MU, they should have let Bashir kill Worf!

I think it is too difficult to really pin down whether or not he was better on TNG or DS9. I thought that his character developed well over both series. I kind of felt like in early TNG he was (unintentionally) playing Klingon while in later TNG and through DS9 he was truly Klingon. If forced to give a definitive answer I would have to go with TNG.
