It does seem kinda silly that the Xindi wouldn't have tried to contact humans first before decaring all-out war on them. That's certainly what the federation would have done.

Exactly! You can't compare the Xindi to human standards becuase they could be entirely different. The Xindi will act on the own morals, which by the evidence of what I've seen so far doesn't appear to be that high. The morals between the different types of Xindi also differ. The reptilians and insect-like Xindi seem to have the least morals out of them all.
