Well, with all of the promiscuity, it's not such an odd thing. 12-13 year olds having sex? It's ridiculous. What do they know about sex? Their bodies aren't even developed yet. At that age it's just about feeling loved and wanted.

Is this another Bush idea? I think it's ridiculous, everyone should know for themselves wheter to stay pure or not but that's just my opinion.
