Chapter 1: Assessments
copyright 2004 by John Lechlitner
Admiral Chakotay walked over to the window at Star Fleet Command; he was waiting for Admiral Janeway to get back with news about the Borg Attacks that had been happening across the entire Alpha Quadrant. There has been no reason for any of the attacks that had been taken place. If you consider the Borg to give a reason then you are mistaken. Star Fleet Command has gone though a lot of changes in the past 30 years. After the USS Voyager returned from the Delta Quadrant we found out in grave distress that Star Fleet has had some errors in the Chain of Command. Janeway wasnt told of this by transmission, in fear that someone may discover it and start an attack on Earth. The Borg on the other hand have come across a glitch. More so than ever, the Borg have been Attacking Federation Planets and outposts along sector 001. I was promoted to Admiral. I had been Captain of Voyager for many years, which I now gave up to Captain Tuvok. Star Fleet has made three Fleet Admirals. Admiral Janeway is one; she protects the Rights of the Citizens of All planets. Admiral Paris is another; he is the protector and takes it to himself to command all war efforts that involved the Federation. And last is Admiral Sisko, who is in control of getting new planets in the federation, expanding our limits and peace talks. The admirals under them take care of everything else, myself included.
Janeway walked into the room that I was standing in, very quiet and composed.
"Chakotay, me and the other two Fleet Admirals have come across something pale. We have chosen that it is the right thing to attack Borg vessels and hunt for any Hubs that could transport them here to Earth."
I turned around at this point. Knowing for sure that Janeway was about to go into more detail than she wanted to.
"You do know that Borg Space Hubs are all over the galaxy? They could be Hundreds of Thousands of Light years away and still manage to transport to Earth."
"I know, we have been in contact with Q's Son. He has agreed to assist us but not do it all himself. Much like his father."
"Indeed he is."
"Walk with me Chakotay."
Janeway and I left the Observation Deck and went down a hallway in Star Fleet's Headquarters. It had become much more strict as of lat. The Threat of a War, which now has been confirmed with the Borg, has made the admirals worried about Deception. The Borg have become more Deceptive now that they have a new Borg Queen. But that is another tale for another time.
"From time to time I think that maybe Star Fleet isnt so great."
"Admiral?"
"Not that the federation isnt great, more so that my Job here is been wasteful. The only reason that i was appointed as a Fleet admiral was because we didnt want anyone in the highest place of the federation not to be Human. They have sound very bold and racist but its true."
"Kat, You are not a waste. Star fleet needs you and i doubt that we could be where we are without you. You are becoming an older woman, but we still need your guidance. After Jean-Luc Picard past on, you took the charge and kept us together. We need you."

"I understand what your saying Chakotay. Come on, we have some work ahead of us."
Admiral Janeway led Chakotay into a section of Star Fleet Command, which was only authorized to certain people. At first it seemed to be nothing out of the ordinary.
"Here is where Star Fleet Command's Finest come together and work out plans for Star Fleet. You have been kept in the dark about this, Chakotay, for only one reason, which was your Maquis background."
"Is this what I think it is?"
"Dont jump to conclusion this early in the game. Welcome to Section 31."
"Section 31? So it is true, everything that has been said. There is a 'Tal Shiar' in Star Fleet."
"Dont be so bold Chakotay. If we didnt break certain rules of the Prime Directive then we would have been in a bigger war threat than just the Borg. We here at Section 31 have been working on saving Star Fleet, we cant always follow what the guidelines say."
"I am starting to think that you have changed Kathryn. Ever since you started to wear that Admiral's badge, you have lost some of your ambition. You are starting to sink to a lower level. I wont be a part of this in anyway."
Chakotay turned his back on Janeway and walked straight out of that hallway. Admiral Janeway followed him for a bit.
"Chakotay stop. We need to talk about this."
"We need to protect the federation from the Borg, not lie. If i go in there I would be doing what you have feared about my Maquis background for so long. If I go into Section 31 I would betray the Federation, which if wont do. I wont turn aside my principles or my life. I wont become a Traitor to the federation or a rebel. I wont break the rules unlike you. I am a Star Fleet Admiral, I will protect Earth and I will follow your orders, but I wont change my pride. Take it how you want, ill be on the Observation Deck."
Chakotay turned his back one more time and left Kathryn their stand in a fool's shoes. He walked down the hallway toward the Observation Deck; he had planed to meet Captain Tuvok there to talk out the location of any Borg Threats that have happened in the past 3 weeks. Chakotay arrived there, Tuvok wasnt there either, and it wasnt long before Kathryn showed her face one more time.
Chakotay, please listen to me. Kathryn started a sound of melancholy in her voice.
Do you really think that you can change my point of view? I only accepted the rank of admiral because you wanted my help. You were the one that wanted me to help guide you in the right direction when you fall. Well its time, you have left your path. Follow me, and we can change history!
I cant do that Chakotay.
Then I wont be an consultant to crime! If you want my help, contact me. Otherwise Im going to go aboard Voyager, and help assist Tuvok where I can help on the Borg threat like a real Star Fleet Officer.
Alright Chakotay, go to Voyager. Inform Tuvok when he gets here that I want to speak with him alone.
Kathryn turned around and started to walk back in the direction of where Section 31 was. She seemed to be completely inclined to give out orders, but Chakotay feared that Section 31 has gotten to her and taken away her sole.
Alright Admiral, till then. Chakotay acknowledged and went to sit in a chair.

Chakotay didnt know if it was just him, or it if was really true. Had Admiral Janeway really been 'Sold Out' by Section 31? There has been many rumors from years to years about section 31, and Star Fleet each time either said there was nothing that they could do to control them or they denied there existence. It does now seem that Star Fleet is at the roots of Section 31. Chakotay walked around for a little bit. It was some time before Voyager Arrived at Earth. The ship itself had been changed. Tuvok now commanded it, while an Officer named Joseph Ransom was the new first officer. Chakotay walked around the observation deck a little while longer. Still there was no sight of Captain Tuvok.
"I just guess that he got caught up somewhere. Perhaps maybe he ran into a little bit of trouble."
Chakotay moved over to a seat by one of the Bay Windows. It overlooked Star Fleet Academy. There he saw one of the gardeners, the gardens where different even since Boothby died. The academy itself had a great loss between them. The gardens had been known as the "Great Gardens of Earth," Which now seemed like it had all been taken advantage of by Humans.
Chakotay turned back around to face the empty room. Kathryn had left.
"You know, I would have though that she would have been back here by now; Trying to get me to change my mind one more time" Chakotay though to himself. "Some people change even when you though you knew them completely. Others dont."
There was a Slight light blue transporter beam that started to appear in the Observation Deck. With in the next moment Captain Tuvok had walked over to Chakotay.
"Good Afternoon Admiral."
"Same to you Tuvok. I called you here for an imperative reason, but we cannot talk about it here."
"Alright we can transport over to my ready room and discuss whatever it is there Chakotay."
"Alright."
Chakotay got up and moved over to Tuvok. They were now in the Position to be transported.
"Tuvok to Voyager, two to beam up."
The Blue transported was activated and tore the molecules of both the Human and Vulcan apart then reassemble them together in the Transporter pad.
Chakotay and Tuvok stepped off the pad.
"Good to see you again Admiral." Said Lt. Chell.
"You to, we can catch up later. Right now Tuvok and I have a lot of work to get to."
With that said Chell waved goodbye as they left and started down the Corridors to the Turbolift. They got to the turbolift and the Doors opened the very same way, like in the past.
Deck 1, Bridge. Admiral, on the issue that we will be discussing about is it very significant to the Possibly War with the Borg?
Yes Tuvok, and Star Fleet Command has confirmed it and the war will be announced shortly to the entire Federation fleet.
IS it in my authority to ask, what was Admiral Janeways first view on the war issue?
Halt Turbolift. Chakotay said with a stern Voice. Janeway has moved on toward her new job. She is no longer Trustable with anything we have to say.
I dont under the Logic in this Admiral.
Neither do I, but she has lost all of her ability to talk upon the crews with her real views. She has been order to do what she has to, even if it leaves us out. I have picked up on that. She told me about one of the Deepest Star Fleet secrets that there is. She knows what I would have done. So it is only Logical that she planned for me to know something.
Like reading between the lines?
Yes, exactly Tuvok. She just told me not to trust her. I have been going over it in my head for the past few hours and its true. She is no longer who she was.
I understand. From this point on I will report to you first Chakotay.
No need, I have been reassigned on Voyager.
Very Clever of Admiral Janeway.
Resume Heading to Deck 1.
The turbolift started off again in the direction towards Tuvok Ready room. It wasnt long before they began to speak again.
Shall we inform Commander Ransom?
Not yet. When we get into a more secure place to talk I will tell you about what Janeway and I have discovered.
The turbolift Stopped and the doors slid open on the Command Deck of the U.S.S. Voyager. Chakotay and Tuvok walked out and across the Bridge to the Ready Room. Ransom looked at them but didnt say anything.

Chakotay was being lead by Tuvok, even though Chakotay knew Voyager just as good as Tuvok, and maybe even a little better. They walked into the Ready room together.
"Tuvok, Kathryn as you know has a new position in Star Fleet Command, So high that even I know little about it. The fact that I know her so well only tells me that she doesnt agree with everything. But another part of me feels that she has lost much of what she had before, when we were lost in the Delta quadrant." Chakotay walked a few steps closer to Tuvok and then started off again.
"Have you ever heard of a thing called Section 31 Tuvok?"
"I believe so Admiral. They are a rough group of Former Star Fleet Officers that dont abide by any rules that Star Fleet Command has set for them. There current Location is amiss and Star Fleet for some time has tried to shut them down."
"Some of what you have said is true. What you dont know is that Section 31 has been a part of Star Fleet for some time, either working with Star Fleet or commanding it."
"How could they be in command? It is Highly Illogical, Janeway would have told us beforehand."
"That proves what I have been saying. She has lost her trust. Section 31 has gotten to her. I think, but I am not sure if she has completely changed. Only time will be able to tell."
Tuvok moved across the room and sat down in the Captain's Chair behind the Desk.
"Who was it that chose to go to war?"
"IM not sure, Janeway tried to get me to Join Section 31, like many say, "You dont Join Section 31, it finds you." Now that I know all of these details and you also, we are going to be targets. If Janeway wasnt at the Command of Star Fleet, I would be a Dead man right now."
"What do you suggest we do?"
"First we need to start searching for any type of Borg Space Hubs. Janeway said that Q was going to assist us, but we all know he is not the best at helping other people along in the galaxy."
"There may be a chance that i can persuade the Cardassians to help, and same with the Romulans." Tuvok said.
"How so?"
"If we give them all of out intelligence about the Borg Attacks and are plan to go to war, they may find it to their advantage to help us along, Because after Earth become Assimilated, they will be next. Same with The Vulcans and Klingons."
"I doubt that we can gather the entire Alpha Quadrant to destroy the Borg Threat, we have been in and out of wars for the past 3 centuries."
"But we have new leaders, there is no more Picard and Gul Dukat. There is no more Shinzon or Reman leaders. There are new Admirals and new Praetors, we can get them all to help!"
Chakotay stood up from a chair that he had been sitting in. The fact of the matter was no one alone could try to destroy the entire Borg Threat. They just kept coming as long as there was one alive. The virus that Janeway had planted into the Queen's mind was easily countered, and the construction of another Space Hub in the same location took the Borg no time at all.
"Alright, so we get all of the Races in the Alpha quadrant together. What about Janeway and Section 31, they have completely torn our Principals apart."
"Thats another story for another time. We can worry about that later. The most Logical thing is to get our Fleet Together. Section 31 really only intends to assist and aid the federation by all means. They wont try to destroy it. What we need to worry about is what do we do when the Borg are gone. The Cardassians for sure will start to attack, Weak alliances always end in death."
"Perhaps so."
Tuvok stood up and walked close to Chakotay. He placed one of his hands on Chakotay's Shoulder.
"Well Chakotay, lets see to finding you some quarters and a hot meal, I will start to contact the other Races about our dilemma."
Thats alright Tuvok, I can find my own quarters. Anything will do.
Well Im sure I can get an officer thats on Deck 2 to switch so that you can be there. After al if your going to stay on Voyager Im going to need you to be close by to give aid.
If you insist Tuvok.
Just so that you know Chakotay, Voyager is my ship, and I know that you can pull rank on my and take it over but the crew is not the same crew as it was before you left for Star Fleet Command. They now trust me. I need you to back me on each decision I choose.
Understood Tuvok; I wont let you do anything stupid though. Now lets see about them Quarters.
Chakotay and Tuvok left the ready room. Again they crossed the Bridge and Commander Ransom looked at them. This time he began to speak up.
Is there something I can help you will Captain?
Not now Ransom, you have the Bridge.
Mark Ransom shut him mouth, as if he was being disrespected in front of the entire crew. He sat back down and went back to his duties. Chakotay and Tuvok walked into the Turbolift.

"So who are you going to boot from Deck 2?"
I think I may only move one of the Junior Staff down to Deck 3 while you are with. How long are you going to be assigned to Voyager?"
"Its unsure."
"How is the old crew? Harry and B'Elanna?"
"Much has been the same from when you left sir. Harry Kim is still our Chief Tactical Officer and B'Elanna is still the Chief Engineer. I have given it though about giving the Ops Position to Icheb. He is almost done at the Academy and my Current Ops Officer is in need of a Promotion."
"That sounds like a plan."
The turbolift came to a rushing stop; Red Lights started to blink off and on in the Turbolift. It was a Red Alert, which meant that there was some kind of tactical problem on the ship.
"Captain to Commander Ransom. What is going on up there?" Tuvok said in a rushed Voiced.
"There is a Borg Vessel that has dropped out of Warp Speed, its coming up fast to Earth."
"Transfer all power to Shields and Tactical. Engage them in battle Mark!"
"Aye sir."
Chakotay and Tuvok started back again in the Turbolift going towards the Bridge. It was a very short ride to reach the bridge again.
Deck one, Bridge! Shouted Tuvok in a very Human approach.
The turbolift stopped with a great shake. The Borg Vessel had started to Fire on Voyager. They walked over to the Command Chairs, Tuvok in the captains chair and Chakotay in the 3rd officers chair.
"Status on shields!" Chakotay ordered.
"Shields are at sixty three percent sir. Our weapons are not doing very much damage either sir. The Borg Vessel is breaking though the lines!" Harry Kim said as he was running his fingers over the Weapons control at the Tactical Station.
Tuvok stood up. Which was counted pretty fast by the weapons fire of the Borg Ship. It was a Borg Cube. You would think that one Star Fleet Vessel with the Powers and Strengths of Voyage itself could take one out in only a few short Shots. Tuvok landed in the command chair flat on his ass, it almost seemed as if it was planned.
"Contact Admiral Paris, and inform him of the current situation. Voyager will stay and Hold off the Borg Cube but we need assistance. "
"Aye sir, Message is being sent on all channels to Star Fleet Command!" Harry said.
Chakotay, still being shifted by the Borg Cubes Attacks walked over to the Ops Position. He looked at the controls that were there. The New Officer, which had been assigned to Voyager from Star Fleet, really was a great Officer.
Is there anything I can lend a hand with?
The best thing for you to do Admiral is to sit back down!
Chakotay got the message and went back down. He began to think to himself. What can I really do on Voyager? I have no real position. Ransom and Tuvok have it under control. Just like the Ops officer said, I am in the way.
Sir Message coming in from Admiral Paris!
On screen!
The View screen changed from a green Borg Cube to Admiral Pariss Face, which happened to be the Chief Helm Officers Father.
We have notified three vessels. The USS Crazy horse and the USS Pathfinder will be close by in 5 mins. There is no Closer Vessel.
The transmission was cut off. Voyager disappeared from Star Fleet Commands view.
What happened? Admiral Paris said as Janeway walked into the room.
It appears that the transmission was cut off from Voyager. I cant pick up a scan on there location either sir.

"Chakotay stop. We need to talk about this."
Chakotay stopped walking for an instant. He turned his entire boy around till it was facing Admiral Janeways own body. She had acted like she was not expecting him to turn so quickly and so calm.
"We need to protect the federation from the Borg, not lie. If I go in there I would be doing what you have feared about my Maquis background for so long.
Janeway wasnt the one that ordered me to Rejoin Voyager. I told her I wasnt going to comply with his. So I came to the only place where I knew she wouldnt follow. If she saw the faces of the crew, I would think she would change her past views about this war.
Resume Heading to Deck 1.
The turbolift started off again in the direction towards Tuvoks Ready room.
They are a rough group of Former Star Fleet Officers that dont abide by any rules and regulations that Star Fleet Command has set for them. There current Location is amiss and Star Fleet for some time has tried to shut them down but each time they tried to do it, it failed."
"Some of what you have said is true. What you dont know is that Section 31 has been a part of Star Fleet for some time, either working with Star Fleet or commanding it."
"How could they be in command? It is Highly Illogical, Janeway would have told us beforehand."
"That proves what I have been saying. She has lost her trust or maybe she wasnt able to disuse it completely open to me.
Janeway said that Qs Son was going to assist us, but we all know he is not the best at helping other people along in the galaxy."
"There may be a chance that I can persuade the Cardassians to help, and same with the Romulans." Tuvok said.
"How so?"
"If we give them all of out intelligence about the Borg attacks and are plan to go to war, they may find it to their advantage to help us along, because after Earth become assimilated, they would be next.
"We can worry about that later.
Understood Tuvok; I wont let you do anything dim-witted though.
The doors shut.
"So who are you going to boot from Deck 2?"
I think I may only move one of the Junior Staff down to Deck 3 while you are with us.
What is going on up there?" Tuvok said in a rushed voice.
Which was countered pretty fast by the weapons fire of the Borg Ship. It was a Borg Cube. You would think that one Star Fleet Vessel with the Powers and Strengths of Voyage itself could take one out in only a few short Shots. Tuvok landed in the command chair flat on his behind, it almost seemed as if it was planned.
"Contact Admiral Paris, and inform him of the current situation. Voyager will stay and Hold off the Borg Cube but we need assistance. "
"Aye sir, Message is being sent on all channels to Star Fleet Command!" Harry said.
Chakotay, still being shifted by the Borg Cubes Attacks walked over to the Operations Position.
There are no closer vessels.
That will have to do Admiral.
The Borg cube approached Voyager faster and more secure than before. Voyagers weapons were being deflected off of the cubes shields. The only explanation for this was that the Borg have developed a way to adapt to a Starships main phasers and photon torpedoes. The Borg have been know only to be able to do this with small hand guns that were able to be carried in a soldiers arms.
Captain, our weapons are having no effect on the Borg vessel! Harry Kim said in a hysterical approach.
Aim all target powers at their shields. Rotate the Phaser frequency 1000 times per second!
Harry Kim paused for a second to think how he was going to be able to do such a thing. There only possible way for a human to do this is to set up a short-term program that could be installed and made in only a few seconds. Harry got to work on it. He scanned the entire Federation database for different frequency of weapons from various types of species, and then put them into the program. Harry fired weapons.
Captain there having effect!
Target there Warp field reactor and fire! Chakotay get the Admiral on communications.
Chakotay moved over to one of the stations that was located on the Bridge.
Admiral Paris is on communications Tuvok. Chakotay said.
Admiral, we have passed the Borgs ability to out adapt them. Our Phaser fire is striking them hard.
Good Tuvok. The Pathfinder is closing in on your position.
Voyager took a heavy shot off of the Borgs weapons. The entire ship began to shake in a matter of moments.
The transmission was cut off. Voyager disappeared from Star Fleet Commands view.
What happened? Admiral Paris said as Janeway walked into the room.
It appears that the transmission was cut off from Voyager. I cant pick up a scan on there location either sir.
I can see that! Admiral Paris said. He stopped for a second and then began to talk one more time. What do you mean you cant find Voyager on our Scans?
The only vessel that we can get trajectory from is the Borg Cube.
Scan again, dont stop till you have the location of Voyager!

Chapter 2: Scrutinize
Copyright 2004 John Lechlitner
"Sir I dont see that we have much choose in the matter! It seems that Voyager has either been destroyed or was transported to another place some way that our scans arent able to pick up."
"Bring up the shields around Star Fleet, Send out a message to all citizens of Earth and inform them that there may be a possible invasion of Borg."
"Invasion? Its just one ship sir."
"The borg can spread a mile a minuet. If you have forgotten they can assimilate people that can turn around and assimilate others the very same way." Admiral Paris said. His temper was starting to rise.
Janeway walked over to where Admiral Paris was standing and handing out orders. He gave her a sharp look. He had known what she was going to say. Or at lest what she though. Janeway had drove Admiral Chakotay to go upon Voyager, after he refused to unite with Section 31, and if Voyager was truthfully destroyed, Janeway would have sent him to his death. The rest of Voyagers crew wouldnt effect her the way Chakotay does. After he had broken it off with Seven of Nine, they began to become close. They were both falling in love. That was till Chakotay broke it off. His only reason was that the Captain of a Star Ship should not fraternize with an Admiral. It was before he got promoted. Kathryn secretly never really got over the love she felt about him.
Kathryn.
Kathryn? Whats your observation about what has just happened?
Janeway looked up at him. She had been dozing off again. She should be alert, more so then ever at a time like this one.
Voyager must have been transported in some fashion. If it was destroyed then we will still be able to pick of scans of fragments from the ships haul and its crew.
I agree with you Kathryn. Whats the status of the Shields around Star Fleet?
One of the anxious officers began to speak.
Shields are up and there at 100%. The Borg Vessel is moving away from Star Fleet. They have started to transport druids down to Russia and the UK. We are getting reports now that they have started to assimilate people. The Current Guards have started to fire on them and theyre having no effect.
Another Officer broke in.
Admiral, Im getting a scan of 3 more Borg Vessel on rout to Earth. The USS Pathfinder is also under fire from them. They wont be able to come give us aid. The Crazy Horse is changing routes to assist them!
Tell the Crazy Horse to Hurry and when trying to liberate the Pathfinder from the Borg. We are going to need all the help we can get.
Admiral Beverly Crusher came out on the Command deck of Star Fleet. She walked over towards Janeway and Paris.
I have gotten word from Slone. He says that he has two ships ready to launch in a moments notice, but if we do launch them we will have to inform the people of earth were they cam from. I suggest not doing that till we have any other alternative.
Agree with you. The only other way to deal with them is to launch the photonic cannon.
Admiral Paris waited another moment. The Doctor, which was the old Chief Medical Officer and a Hologram of Voyager, developed the Photonic Canon but it was still in its testing state.
Make it so Beverly.
