I think we saw Picard having his hair cut (or trimmed in his case  ) by Mr. Mot quite a few times. He used to give Picard frank advice, like Guinan.

We meet the barber in The Host, when Beverly is there, and Deanna is with her. He was blue, wasn't he. Maybe it was Shran in disguise......
