congress just passes the bill, there will be no more spam, the people who do spam could go to jail, how cool is that!!

She means, there could be spam here at STV as well. Somebody could interpret it that way.

The problem would be actually tracking the spammers. As of now, AOL claims to be actually taking spammers to court, but I'm still getting the same amount, if not more, of spam that I got before they made this proclamation.

Yes, and also what happens if the spammers are situated in a another country such as North Korea? They'll never be able to extradite them from there unless they use force. Also they have more advanced technology, so can send more spam, more quickly and be less able to be tracked.
