In this episode a soliton wave (of some sort) is used to let a ship "surf" at warp speed without warp engines. The wave gets out of control, and it "increases in frequency and amplitude".

Frequency and amplitude combined define a wave (or a single pulse like a soliton).

By definition, a soliton wave travels a long distance without distortion (it keeps its frequency and amplitude). That is exactly what makes them useful in communications.

they dont use soliton waves to comunnicate

they use subspace communications

He is talking about what real people use to communicate. He was just defining what a soliton wave is, and how they used it wrong in Star Trek.

It's all about the context in which things are placed my friend.
