Although this topic can be explained in multiple ways, the best explanation that I have come up with is this:
The Holo-emitters generate photons to a certain location, and eventually, along with other emitters, are able to generate enough photons so that the object is to become solid. But then of course, I discount all of First and Second Season TNG, because that would disprove it. I have my reasons, and if you did watch the episodes, you would agree with me. The best points of reference would be the Voyager episodes.

Photons can be used to create a three dimensional image. No amount or type of photons will make that image solid.
The reason your shoes don't sink through the floor is that the electrons in the outer shells of the atoms in your shoe are repelled by the electrons in the outer shell of the atoms in the floor. Electromagnetic fields are all that makes solid objects "solid".
In the ST universe they seem able to create electromagnetic fields and project them at a distance. A very fast computer could project a three-dimensional electric field of the proper shape and strength to make images "feel solid" and have any desired "texture". No actual matter would need to be involved.
Given that level of control, making the fields vibrate to produce sound would be trivial. If the computer could "condense" real matter from EM fields (a BIG if) you could add odors and flavors.
BTW, this ability to project electromagnetic energy and "condense" matter from them would make shields, replicators and transporters possible (given enough computer power to handle the data involved).
