In some episode in which Worf kept switching universes in The Next Generation, Data said "the uncertainty principle dictates that you will arrive at your location a few days before or after the desired date"
but that is not what the uncertainty principle is. what it is that the more accurately you try to find a particales velocity, the less accurately you can find its position and vice versa.

The "uncertainty principle" is actually a mathematical relationship which has been poorly translated into words. It specifically refers to the position of a particle versus its momentum.
However, quantum physics shows that any process involving subatomic particles will have multiple possible outcomes. As an example, the fusion of deuterium with tritium results in one three possible outcomes, and it is impossible to know ahead of time which will happen.
If time travel is possible (and certainly the way it described in Star Trek), it is a quantum process, and therefore will involve some degree of "uncertainty".
