Why is it that we never really heard of the Cardassian Empire hold on Bajor untill DS9. i don't think they said anything about it in TNG

^Yes they did. See "Ensign Ro".
Besides, there's a reason its called the Cardassian Empire. That means some of the planets they control might not want to be there.

Indeed, and as mentioned in "Ensign Ro" too,i think, the federation didnt intervene with the occupation.........because Bajor was a planet wich fell behind the Cardassian empire/union `s borders........and as the Prime directive states,or one of the prime directive`s err thingies, not to interfere in the "internal" matters of another nation/species.................
Wich is why i loathe that directive, because inherently, though its intentions may be right ,by withhelding assistance,in many cases, the federation has caused suffering, indirectly.Oh,i` ve had long discussions with friends over Mirc over bajo-cardie politics and the situations, into the wee small hours of the night,i need a life The federation just sits by idly, twidling its thumbs, whilst people die, starve, get killed in civil war etc behind lines on a map.Yes.Damn feds ;/

The Federation must Stay Neutral in all Situations with other planets if they are not part of the United Federation of Planets becuase if he help everyone the Federation will not beable to protect themselfs. Some Captains in the past and the present push the Prime Directive to the side and do things that they think is right. But as Captain Picard once said, "Without the Prime Directive we are just the same as our enemy's and which makes us animal."
I and hopefully many StarFleet Officers will live there life by the Prime Directive and never Disoby it

Its true that there should be some code...........but can a little aid.or charity every now and then,do that much harm ? i`m not suggesting mass fleet assistance every time a non federation member cries help.....its just that its a pity really, that the non federation members, due to civil war etc (and iirc a planet cant become member of the UFP if there`s civil unrest etc) ,are the ones that need its help the most.......then again,i guess the UFP isnt a paternal/maternal organization, really ;/ Whats needed perhaps is a UN of the quadrant....you know, peacekeeping forces and all that.................
Sorry, previous was just sort of a......have-nots ranting against the haves

Yes thats true, an Alpha Quadrate UN would be great but it would be just like the UFP, and rules would have to be made. You can't just get someone else to fight your war.

It's important to know what perception is.
To the Federation, Bajor was not "Occupied" during those years that Cardassia controlled that planet, it was simpley part of the Cardassian Empire, as Lindley was saying. Then, by definition, the Feds couldn't get involved in an "Internal Matter of the Empire". See "Redemtion" from TNG to see this policy in action.
For this reason, people like Kieeve Falor (Bajoran refugee from "Ensign Ro" TNG), and many other Bajorans did not fully trust the Feds even after they extended a hand in friendship after the Cardassian withdrawl. In Canon Trek, Bajor still has not joined the Federation, although they almost did in 2373, but Captain Sisko stopped them (See "Rapture", DS9)

Yes, i remember that Episode. Sisko runs in and confused and says if Bajors joins it will be destoryed, and it would have if it did.
