Not sure what this has to do with DS9.....
Best guess, though, they didn't need one, and as far as we've seen, all cloaks make shields useless. Since the Borg have excellent shields already, adding a cloak could actually weaken them.

it may make there shields useless but with a closk they can seak up on one then add shields and attack. in my view they become stronger

The borg probably feel that they don't need to sneak up and attack. except for federation ships, the borg has pretty much assimilated every ship they encountered. they probably feel that a cloak is not important, that they're strong enough.

ive seen on many shows over the years that the bad guys dont ever just send a ful out attack. if the borg sent out every cube sphere and ship on the entire fleet all over the galaxe star fleet would not stand one chance

I've thought that before. They always send one cube to Earth yet in Voyager, Scorpion for example, there were fleets of Cubes travelling together. Surely they could just send a fleet and get the job done once and for all...

The queens lazy, and also if the federation were assimilated, it wouldn't go to well with the fans if Startrek just ended.

The scimitar had shields while cloaked.

I have played back the part when the E-E found the scimitar via troi in nemesis. When viewed slowly, you can see the shields protecting the scimitar as the E-E fires her volley of 3x3 quantum torpedos. It is like a green shield. Throughout the battle it does appear the scimitar did have shields while cloaked.

I'm not certain, but I think that the E-E targeted her shields, but couldn't penetrate them, so they had to ram the scimitar.

why don't the Federation make a cloaking device of their own.Wouldn't it be easier to avoid enemys?
