why does voyager use a plasma based warp core and not a dilithium based one like the enterprise?

There is no real answer to that question. It may simply because the people who designed its warp core wanted to do it differently. It could also be because its an enhancement over the dilithium based warp cores but that is never really stated in any of the shows I believe.

The Producers probably needed something that would differentiate Voyager from the other Trek ships. Just like the uppy/downy nacelles; a new feature that defines the show and can be used to differentiate between the ships if you know what I mean...

It's because dilithium is very rare. The less of it you need, the better. Plasma is fairly common and even replicatable.

Actually
1) It is dilithium based
2) You can't replicate energy
3) They use plasma generated by the warp core.

Yeah..I was saying to myself "What? Voyager DOES have a dilithium based warp core..There isn't a ship out there that doesn't...or maybe I'm wrong"... LOL
And Link is right. You can't replicate energy...
However, if they did find a way to make plasma generate a warp core, it would probably increase warp reactor speed...well, later on in the road. Plasma seems to have a much more "Exothermic" reaction than dilithium. This can create unstable warp fields *or none at all for that matter*, but if they could create a warp field with plasma...it would be a big boom, let's put it that way.
Also, the issue of safety comes to mind...

When they do shots of the second level of engineering, look at the core. The reaction chamber is visible. The plasma is flowing in different directions based on whether it is above or below the chamber.
