Nope, she means the Chef, the guy who cooks their food.
I'd also like to know if this guy has a first name as I've not heard it either.

Sort of like how in DS9, Morn was supposed to be a really talkative guy, and yet we never once hear him speak.

According to one of my Friends he speaks in the Episode "Who Mourns for Morn" I can't really comment seeing as it was Years ago I saw it and wasn't really that much of a Niner back then
