No no no no no, he deactivated lore, and asked Dr. Crusher to remove the emotion chip. It was stored in a little container that keeps it floating

The emotion chip was originally designed as a gift for Data, but was stolen by his brother Lore in the episode "Brothers". Later in "Descent Part 2" Data retrieved the chip from his deactivated brother. Now I could be wrong but it appeared at the end of that episode that the emotion chip was damaged to a small extent therby explaining (possibly) the changed in shape in "Generations".
The chip not only contained emotional algorythms, but memories from Doctor Soong, that was the main reason Data did not destroy it.
Data installed the chip in the movie "Generations" and we all know the consequences. (As comic book guy on the Simpsons would say...Worst idea ever!) By "First contact", Data had learned to activate the chip at will. By"Insurrection", the emotion chip had been droppped almost entirely. There was no mention of it in "Nemesis".
