Even though this is a very old topic, I think what you guys are talking about is not the USS Enterprise E but perhaps the USS Sovereign. Picard was indeed the first and only captain the E-E. The USS Sovereign was the first ship of the class, the E-E being the second, suposedly.

In "Ship of the Line" Bateson was the man who was in charge of the Enterprise E whilst it was being made. Scotty was there as well. Batesman is appointed the Captain of the Enterprise E. He takes her on a shake-down cruise near the Klingon/Federation border. There Bateson's enemy from his time aboard the Bozeman (TNG: Cause and Effect), who is still alive after the Bozeman goes through the time rift in that episode, attacks the Enterprise and disables her. He takes control of the ship locking the crew in the escape pods and trys to attack Cardassia. Meanwhile, Picard's off on some mission to free some Federation PoWs who are being held captive by Gul Madred (TNG: Chains of Command). Picard turns up and stops the Enterprise with the help of Riker, Bateson and Scotty who have escaped from their escape pods on the Enterprise.
Bateson realises that the universe is an entirely different place from the one he left behind when the Bozeman went through the time rift and so Picard gets command of the Enterprise instead...the book ends with the Enterprise patrolling the neutral zone as seen in First Contact.

That's a very brief plot and I may have missed a couple of details; I'm going on memory here...

There are only going to be 15 of those ships according to ditl.org. Let's face it, 15 would be sufficient. The Akira and Defiant class ships make up the bulk of the attack military.

Of course, with the exception of the DS9 relaunch and soon the Voyager relaunch, all books are non-canon. Aside from which, Bateson was never actually Captain of the Enterprise, he was THE Captian assigned to run her shakedown cruise. Since the shakedown cruises are done by starfleet personnel who don't necessarily continue on the ships, they are not official crews, making Bateson the "unofficial" captain. Bateson was offered the E-E only IF Picard didn't stay with the ship.

Ship of the Line was disappointing to me. Not bad just disappointing.

Keep in mind that "Ship of the Line" is not a canon story, although Bateson does exist in the realm of canon Star Trek.
