Does anyone know why they ditched the Phase Cloak?

In Star Trek The Next Generation, they showed Phase Cloak, a cloaking device that allows the ships to go through matter. My question is, why didn't they keep on that path? It could have helped them with the Dominion War.

The Federation signed the Treaty of Algeron after the Tomed Incident in 2311. It reestablished the Romulan Neutral Zone and forbid Starfleet from developing or using ANY cloak.

It could be argued that now that the Romulans and Federation are allies, they could develop that cloak.

There's one thing, Pike. Even if the Romulan Star Empire joined the Federation, it wouldn't matter, they still could not develop cloaking technology. Not until the Treaty of Algeron expires (I think 2411). For some RPGs, that doesn't apply because it takes place afterward (the Legacy over a hundred years after 2411). If the ever continue on after Voyager, we will probably see more of Starfleet with cloaking.

It'd be cool if Section 31 has already developed a cloak. Remember, they don't consider themselves bound by the Federations laws, so they can do whatever they want.

The Romulans will just ask for another treaty, and the Federation will do the same... once the treaty expires, the Neutral Zone goes with it.

Section 31 has probably developed everything; cloak, TransWarp Drive, Quantum SlipStream. I still say that Section 31's main concern is the Federation, not the other races...

My Section 31 Motto: "Protecting the Federation from it's greatest threat, itself..."
