I posted this in a different section before, not realizing it was the wrong one. Nevertheless, this should be the right place.
Does anybody know of a site that has the full (of at least some of the...) selections of the star trek (Voyager) Blueprints?

nope no blueprints of that, you'll have to work on the pictures you find.
Best way to search is to go to www.google.com and select pictures on the tabs and then search for star trek voyager or ncc-74656
That should be sufficient.

A friend of mine had large (A2) blueprints of the E-D of every deck and every room. But it is not in electronic form.

 What I meant was: could you scann all parts of it? So that all I'll need to do is use my image editer to "stick" them together?
