A little clarification: Its unknown at this time whether the Voyager relaunch will tie into the DS9 relauch at all. What we do know is that it will take place about two years after what's out of the DS9 relaunch so far.
I'll relist the relaunch titles in order. The ones in bold are "true" relauch, the ones in plain text contain relauch elements but are not strictly part of it. I'll give a description for those only related, so you can decide if its worth your time. In this case, none of the books involved in a crossover require you to read the rest of the crossover.
The 34th Rule (Sets up some minor backstory for Twilight)
A Stitch In Time (Garak's life story. Excellent)
N-Vector (comic miniseries; nothing special)
TNG: Maximum Warp #1 (DS9 relaunch cameo in one chapter)
Diplomatic Implausibility (Ambassador Worf standalone)
Millenium trilogy (Prophet Sisko in the framing sequence)
The Lives of Dax (Technically not "true" relaunch, but it sets up important stuff for MG: Lesser Evil)

^I haven't read either of those. But N-Vector takes place a few weeks after WYLB, and is mentioned in Avatar (reference to Nog being security cheif for awhile). It also has Commander Jast.
As for Divided We Fall, it takes place after the first bit of Twilight. Not sure what its about.
One of them (not sure which) is in the TPB "Other Realities".
