In the episode "In the Pale Moonlight" Sisko in a desperate struggle to ally the romulans and federation calls for Garak to help and eventually ends up costing about 4 men their Lives so what i was about to say is
If you were in Sisko's Shoes would you kill Vreenak his Guards and Graethon Tolar all reasonably Innocent men in order to help win a war?

Pah-Wraith, Garak killed the above men without Sisko's knowlege. Sisko did say he could live with it all, though, but he had nothing to do with their deaths.

I disagree. Sisko knew what kind of man Garak was. In fact, Garak basically told him that. He knew that Garak was willing to do the things, say the things, that Sisko couldn't. That's why Sisko asked him in the first place because however vile Garak was to him, Garak still got the job done.

I would allow Garak to commit those acts in my full knowledge/with my blessing. It was, ultimately, something that had to be done.
Of course, if anyone worth their Starfleet uniform had been in that situation, they would have a nagging conscience about the whole thing for the rest of their lives. After all, Sisko could live with it. He could live with it... *delete post*
