i dont think so, caus then i would say that the people who hunt the tosk must have breeded the jem hadar

In one of the "Star Trek The Magazine" stories there was a comment about putting the "Hunters" from "Captive Pursuit" on a Dominion vessle to show how the Dominion had more races than just the Jem'Haddar, Karramma, and Vorta, but they never did it. If the "Hunters" were part of the Dominion, that would corraborate the theory that Tosk was somehow involved with the Dominion.

I found the technology that the tosk hunters used interesting, they were a lot more different to any technology seen by alpha quadrant species

well the Tosk only appeared in one episode called Captive Pursuit it's quite good for an early season episode.
